When you've got a group of people you're trying to control you've got make them trust you (or fear you) on some level at first. giving them signs or symbols that they will reconize as good wil help make them trust you. The Christian cross as being a symbol of love and support (for some people at least) is a perfect example of this. Plus it also makes it easier 4 Christians to convert as they already trust that symbol so much.
